Regional Labour supply for visas

Dear Ministry of Business, Innovation & Employment, and INZ, I am looking to understand the statistics behind how a region is classified as high supply or low supply under the new changes to essential skills visas: the sources of the data used, the theoretical rationale and the process.

To this end, under the OIA, please provide:

- any final briefings, notes, memos or reports that explain the process classifying a region into high or low supply.

- documentation on the process/method/model and data sources used to classify a region as high or low supply.

For clarity, as a researcher interested in the methodology, I am not looking for correspondence, draft documents or duplicate information unless the classification process has not been documented, in which case please provide any information on the sources of data used, how they were used, and any sample spreadsheets used (without data, or with dummy data is fine).

Information Act 1982 (the Act), the following:

 

I am looking to understand the statistics behind how a region is
classified as high supply or low supply under the new changes to essential
skills visas: the sources of the data used, the theoretical rationale and
the process.

Please note that the days from 25 December 2019 to 15 January 2020
(inclusive) are defined as non- working days in the Act and are not
counted in the calculation for the response due date. This will affect the
time period for responding to your request.
