Dear Wellington City Council Finance Officer,
For the 18/19 financial year and the 19/20 financial year until today, could I please receive a list of all the contractors and consultants who have received payment from your transportation, water and parks teams. Please provide a list of the contractors/consultants and the total amount paid to them in that financial year.
This request is limited to the last financial year and the current year to date to minimise the amount of work for you so as not to trigger a charge.

Dear G. Hill,
Thank you for your email to the Council received on 25 November 2019 in
which you requested “…a list of all the contractors and consultants who
have received payment from your transportation, water and parks teams”.
I can advise the Council does not hold such a list.
The information you are requesting is not held in any easily retrievable
format. Whilst the contractor and consultant information is held as
electronic records, the information you are requesting can only be
extracted via a manual search of these records.
For the Parks, Sports, and Recreation Team alone, there are approximately
1270 individual payment records related to the period of your request.
It is estimated that to extract the required information from each record
and record that information would take between 5 – 10 minutes depending on
the size of the file and the information contained within it.
Allowing 5 minutes to extract the relevant information from 1270 files
would require a minimum of 105 hours of officer time.
Whilst the Council would provide 4 hours of officer time free of charge,
this would make no material difference to the overall time required to
undertake such a task.
The Council does not have the resources to dedicate over 105 hours of
officer time to one request and it is not considered that there is any
significant public interest in the Council providing this information. As
such, we are unable to justify a Council officer spending this amount of
time on one request.
Whilst the Council could consider an extension of the timeframe for your
request, again, it would still require over 105 hours of officer time to
only partially collate the requested information.
The Council could also consider applying a charge for the provision of
this information, though under the Ministry of Justice Charging Guidelines
it would equate to approximately $7,740.00 to produce and provide a
partial list and as such the Council does not consider this could be
deemed a reasonable charge.

to refine your request please feel free to contact me.
If you do not wish to refine your request then I can advise that the
Council is refusing your request under section 17(f) of the Local
Government Official Information and Meetings Act 1987 as the information
cannot be made available without substantial collation or research.
If you disagree with the Council’s decision you can apply in writing to
the Ombudsman to have the decision investigated and reviewed under section
27 (3) of the Local Government Official Information and Meetings Act 1987.
