Dear David Lane,
Thank you for the information attached to your reply. Can you please confirm whether the electronic lodging of the TTM request and the approval of that same TTM was completed by the same person within the City Council?
It states on the works request form that the request is being made by the Chivalry Group, yet there is nothing within the form to suggest that that entity prepared or submitted the form itself. Can you please confirm that the information searched in order to reply to this request included all communication from the Chivalry Group about a request to close roads and pedestrian access around the Arena? If not, can you please seek clarity as to whether any information of this kind exists, and if so, provide a copy of that information so as to complete this information request.
Yours sincerely,
Richard

Richard, the application is completed and filed electronically by Chivalry Group and approved by Council, with any conditions that Council may decide. Incomplete applications are either not approved or returned to the applicant for completion. The work product is from Chivalry Group, Council simply approves it, providing the appropriate standards have been met. What you have is the complete application file.

Dear David Lane,
A point of clarification if you can. Could you please advise the authority on which the PNCC is relying to close the roads stipulated in the information provided? Is this an authority contained within the Local Government Act or another piece of legislation, By Law, or instrument?
Yours sincerely,
Richard

Hello Richard, this request appears to be straying outside the bounds of an official information request. I have provided the information requested, this latter request will need to be legally reviewed before I can respond. I am aware that the Council's Legal Counsel is on leave at present, so I am not certain when I can respond.
In the mean time I would appreciate it if you could provide me with your full name for this request.

Dear David Lane,
Any information held by a local government body is subject to the LGOIAM, such as a legal authority being relied on.
In order to make this matter as simple as possible, given the urgency under which this matter is being considered, perhaps you, or another council official, could provide the council's policy regarding approving road closures and the legal authority upon which those decisions are made, and whether this particular instance is in line with that policy?
If your lawyer is on leave, that shouldn't be too much of a concern if the policy exists and is readily available to council staff.
This supplementary information request is again made with urgency per section 10(3) of the Local Government Official Information and Meetings Act 1987. The previous reason for urgency remains.
You may address me as Richard.
Yours sincerely,
Richard
