1982 (OIA) for information relating to the Napier War memorial.

 

The Ministry for Culture and Heritage has transferred part of your request
for "minutes of meetings where  all options were discussed, all
resolutions and notes to the Napier City Council" as this information is
not held by the Ministry but is believed to be held by the Napier City
Council.  In these circumstances, we are required by section 14 of the OIA
to transfer your request.

 

You will hear further from the Napier City Council concerning this part of

1.     I write to acknowledge the partial transfer of your request for
information dated 5 July 2018 regarding Napier War Memorial.  

 

2.     For clarity, the part of your request that has been transferred to
Napier City Council by the Ministry for Culture and Heritage is:

 

“minutes of meetings where all options were discussed, all resolutions and
notes” as a subset of "documents relating to the Napier war memorial and
elements"

 

3.     We received the transferred partial request on 18 July 2018.

 

4.     This is being treated as an Official Information request, and as
such Council must meet certain criteria in how and when we respond to you,
set out in the Local Government Official Information and Meetings Act
1987.

 

5.     Your request has been provided to the relevant officers for follow
up. You will be advised of Council’s response as soon as is reasonably
possible, and no later than 20 working days from the date we received your
request, unless we have agreed an extension to that time frame with you

you with Napier City Council’s response.

·         Minutes of the Māori Consultative Committee held on 19 June 2018
(refer Public Forum section of document)

·         Notes from the War Memorial Design assessment meeting held 31
May 2018 (refer attached Extract from Agenda of the Extraordinary Council
meeting held 29 June 2018, p29-33)

o    Attendees of the design assessment meeting were:

§  Napier City Council Māori Strategic Advisor

§  Napier City Council Team Leader Parks, Reserves, Sportsgrounds

§  Ministry of Culture and Heritage Senior Historian (manages the Flags,
Symbols and Emblems Act and is responsible for memorials.  Is a respected
author and has published works on NZ’s war history)

§  Ministry of Culture and Heritage National War Memorial Park Education
Manager (manages the Pukeahu Education Centre and writes education
programmes for national and foreign memorials in the park)

·         Minutes of the Extraordinary Council meeting held 29 June 2018
