As a New Zealand resident I am writing to request the following information:
1) A month by month breakdown of the Covid 19 vaccine advertising spend by the government from 1 January 2020 to 31 October 2021
2) A month by month breakdown of the Covid 19 vaccine advertising spend by the government from 1 January 2020 to 31 October 2021 given to each media company being TVNZ, Māori Television, MediaWorks/Discovery Inc.
3) How much did each media company (TVNZ, Māori Television, MediaWorks/Discovery Inc.) receive through all areas of the Covid-19 Relief fund and what was it for?

How much did each media company (TVNZ, Māori Television,
MediaWorks/Discovery Inc.) receive through all areas of the Covid-19
Relief fund and what was it for?
You may be aware that much of this information is already publicly
available. Each link below provides you with further information and takes
you to our website, as well as listing who received funding:
[1]Transmission fee waiver in which the Government fund six months of
transmission fees for DTT, DTH, FM and AM for eligible organisations.
[2]NZ On Air Platform contribution in which Government fund 80% of the
platform contribution fees for 2020/21 for eligible media organisations.
[3]Advance purchase of news subscriptions in which Government made advance
purchase on news subscriptions for selected government agencies for
2020/21.
[4]Advance purchase of advertising in which Government made advance
payment for government agency advertising space for 2020/21, to eligible
media organisations.
[5]Publications grant in which $4 million is targeted at media
organisations that have yet to receive significant relief from the fund –
in particular magazines and community newspapers.
In addition to the above links, the Ministry has previously released the
requested information under the OIA earlier this year, which outlined the
support provided to the sector as a result of the Covid 19 pandemic. This
has subsequently been published online:

Based on this above links, the ministry believes that the information you
have requested is publicly available and is therefore refused under
section 18(d) of the OIA.

The information you have supplied is just links to a list of organisations that have been funded through different funds. It does not tell me who got how much and when.
It also does not tell me the amount of Covid 19 advertising that has been done as I requested.

The request relating to advertising was not transferred to the Ministry for Culture and Heritage. As noted in the email we have responded only to the part that was transferred to us.
We understand that the part of your request relating to advertising was transferred to the Department of Prime Minister and Cabinet. If you are interested in an update on this part of your request, then we recommend you contact that agency directly.
