The Council does not hold the information itself, but is working with the supplier, CityLink, to see if we can identify and provide this to you.
As it stands, I will need to extend the timeframe for the request, under LGOIMA section 14, to allow for further consultation with CityLink. With your agreement, I'd like to extend the decision date from 26 June to 17 July 2018.

Thank you again for your patience.
I have now received information back from our CBDFree supplier, CityLink, on the request you submitted.
What they have advised is that as the service is free, with the way that mobile devices work, they often automatically connect to a WiFi service even when the user of the device is not actively using the service. Additionally, the device (or its Apps) will use small amounts of data just as part of their working - such as keeping the clock up to date etc.
As such, to use 1 March 2018 as an example, there were 45248 unique devices (MAC Addresses) that connected to the CBDFree service, with a total of 860.4714 GB of data traffic.
However, CityLink define an 'Engaged User' as a device that connects for longer than 5 minutes AND moves more than 20MB of data.
So, of the 45248 devices that connected, there were 4628 devices that were classed as 'Engaged Users'.
This figure is indicative of the average daily number of 'Engaged Users', being between 4000 and 5000 per day.
