Dear KiwiRail,
I note that part of the ATAP has references to the 30-year indicative Rail Development Plan for Auckland, has this plan been released and if so could I have a copy, if not when is a final plan likely to be delivered and made public.
Is a similar plan being developed for the Wellington Metro Area along with the regional passenger links to Palmerston North and Masterton.
To what extent does the above plans include improvements to the electrification of these regions and possible extensions.

We are writing in response to your Official Information Act 1982 (the Act)
request to KiwiRail, dated 4 November 2016. Your request has been
considered under the Official Information Act 1982 (the Act).
Your questions, and KiwiRail’s responses, are provided below:
Is a plan similar to the Rail Development Plan for Auckland being
developed for the Wellington Metro Area along with the regional passenger
links to Palmerston North and Masterton?
The Greater Wellington Regional Council has developed the Wellington
Regional Rail Plan 2010 - 2035, known as RRP, which provides for the long
term development of the region's rail network. You can access the RRP at

The RRP references Palmerston North in relation to the Capital Connection
service and Masterton in relation to the Wairarapa Line. Within the RRP,
both Palmerston North and Masterton are examples of the Council’s aim to
provide greater transport connections between the rail network and urban
centres in Wellington. The RRP also refers to Rail Scenario 1 (RS1) which
has been developed as a Peak Service Strategy to improve the rail
experience for passengers during peak hours.
To what extent do the above plans include improvements to the
electrification of these regions and possible extensions?
The Regional Rail Plan (RRP) identifies that RS1 will provide a
significant increase in Wellington’s electric rail fleet. However, it does
not include plans to extend electrification in the regions.
When is the final version of the Rail Development Plan for Auckland likely
to be delivered and made public?
KiwiRail and Auckland Transport are drafting a Rail Development Plan
within the Auckland Transport Alignment Project. Under s18(e) of the Act
we are refusing your request for the date of delivery and release, as the
release date has not yet been decided.
Under s28(3) of the Act, you have the right to seek an investigation and
review of this decision by way of complaint to the Ombudsman. Refer to
