We are writing in response to your Official Information Act 1982 request
 dated 25 April 2016 for the following information:
 
“Referring to comments made by KiwiRail at the public meeting on 4 April
 2016 in Whangarei on the Northland rail network (NAL and branches)
What reports are there, and copies please, on the condition and related
 costs to upgrade the NAL and open the branch line to Northport (Marsden
 Point) to which KiwiRail’s comments are based”.
 
Comments made by KiwiRail’s Group General Manager Asset Management and
 Investment (David Gordon) at the public meeting on 4 April 2016 regarding
 the cost of upgrades to the North Auckland Line (NAL) and the branch line
 to NorthPort were based on information in the attached spreadsheet,
 together with initial costs estimates below.

[1] Renewals costs would typically be spread over approximately 20-25 year
 period, rather than a lump sum. 
2 Tunnel upgrades would typically be undertaken in bulk, with limited
 opportunity to phase costs
3 Signalling upgrades are not required immediately.  It would only be
 contemplated if volumes rose to levels akin to that of the East Coast Main
 Trunk.  In the shorter term, the current track warrant system would be
 adequate for the freight task.
 
Cost information above and attached is provisional only and has not been
 validated through appropriate technical analysis.  Whilst some initial
 reports were prepared several years ago detailing costs estimates to
 upgrade the NAL, the information is now outdated and does not include the
 Auckland Isthmus upgrades.  At this stage, KiwiRail has no commercial
 imperative to undertake the analysis required to produce the information
 at a greater level of detail.
 
Under s28(3) of the Act, you have the right to seek an investigation and
 review of this response by way of complaint to the Ombudsman.  Refer to
