Dear Mr Palmer,
We are writing in response to your Official Information Act 1982 request
dated 8 April 2016 for the following information:
“What is the cost of restoring and upgrading the NAL to carry Hi-cube
containers and operate services at a reliable level without major upgrades
(such as changing signalling or installing electrification)?”
The information you have requested does not exist and KiwiRail has no
commercial imperative to undertake the analysis required to produce the
information. Your request has therefore been refused under s18(e) of the
Official Information Act 1982.
However, initial estimates indicate it would cost between $40 million -
$60 million to upgrade tunnels on the North Auckland Line. This figure is
highly dependent on works within one tunnel on the line, which has
long-standing geotechnical issues. Depending on the remedy, the costs
for the upgrade could be significantly higher than initial estimates.
Under s28(3) of the Act, you have the right to seek an investigation and
review of this response by way of complaint to an Ombudsman. Refer to
[1]www.ombudsman.govt.nz for more information.
