1.0 Is there an agreement (or commitment to form an agreement) between WCC and MFAT to provide DC parking restrictions outside the Iranian Embassy in 151 Te Anau Rd.
We request a copy of any such commitment .
2.0 Please provide a copy of the Iranian Embassy application for 3 diplomatic carparks on Te Anau Rd.
3.0 Please provide a copy of the Iranian Embassy application for 1 diplomatic carpark in early to mid 2015 on Te Anau Rd.
4.0 Please provide a copy of correspondence with MFAT relating to proposed car parking outside the Iranian Embassy in 151 Te Anau Rd.
5.0 Please confirm the extent of consultation for proposed TR 23 16 parking restrictions. Have the owners of neighbouring properties been consulted?
This information has previously been requested by email from WCC officers but has not been addressed.

It would appear that your transfer of this OIA request to MFAT does not meet the intent of the Act and we suggest that you review your approach.
Transfers are for the purpose of ensuring the agency most closely connected with the request is responsible for the formal response.
We have specifically requested a number of questions that only WCC will have knowledge and ownership of ( i.e. application process and extent of consultation) and suggest that WCC should complete these without transfer.
A separate OIA request was deliberately made to MFAT for slightly different information.
It wasn't our intention that we would have a common approach back that took a "blended" position between WCC and MFAT. We note that some agencies may keep different records and this is of interest.
Please complete the request for questions 1 to 5 as originally made.

MFAT are now saying that they are still consulting and so haven't released anything. We now need to wait another 20 days.
I have yet to get a response to my recent concern regarding the transfer of the request. At the very least you should respond on item 5 as that is solely WCC.
Please respond. A month has gone by and not one piece of information has been shared.

Thank you for your patience through this.
We have been taking the lead from MFAT, with reference to the bulk of the
information, and as you are aware they have not approved release at this
point. Approved information will be provided as soon as I can.
With regard to the other aspects of your request, please find the
following information:
1.0 Is there an agreement (or commitment to form an agreement) between
WCC and MFAT to provide DC parking restrictions outside the Iranian
Embassy in 151 Te Anau Rd
There is no agreement in place or any commitment made by WCC to provide DC
parking restrictions outside the Iranian Embassy. WCC have an obligation
to follow the Wellington City Council Consolidated Bylaw 2008 Part 7 –
Traffic for all parking restriction requests, including Diplomatic
parking. The traffic resolution process includes a consultation period
following which submissions are presented at a Transport and Urban
Development Committee meeting. The decision to agree or commit to a
request is made by WCC Councillors at this meeting.
5.0 Please confirm the extent of consultation for proposed TR 23-16
parking restrictions. Have the owners of neighbouring properties been
consulted?
WCC follow an agreed process within the bylaw and guidelines when
consulting with affected residents of proposed traffic resolutions. We
hand-deliver to those houses within a certain distance to the proposed
parking changes that are considered to be immediately affected. It is not
known if the occupiers are the owners of these properties. The proposals
are also advertised in the Dominion Post and on the Council’s website, and
complies with our bylaw requirements.
The following properties received a copy of the proposed traffic
resolution report for the TR26-16 parking restriction:
