Health screening for staff

Kylie Fowler made this Official Information request to Invercargill City Council

The request was successful.

From: Kylie Fowler

Dear Invercargill City Council,

I would like to know how long the Council has been offering Mole Map screening for staff and information on each year of how many staff and at what total cost to council?

How was the program first implemented and where did the suggestion come from, ie, staff, councillors etc? How was it approved? I would like any minutes and reports in relation to that decision.

Are ICC providing any other medical screening or health assessments that Council are funding?

Yours faithfully,

Kylie Fowler

Hi Kelly

I am writing in response to your official information request dated 29
June 2026 regarding health screening for staff.

The information you have requested is as follows:

I would like to know how long the Council has been offering Mole Map
screening for staff and information on each year of how many staff and at
what total cost to council?

This is the first time that ICC have funded this initiative. The cost  for
this year was $29,274.40, 152 employees in total participated.

How was the program first implemented and where did the suggestion come
from, ie, staff, councillors etc? How was it approved? I would like any
minutes and reports in relation to that decision.

The programme was implemented as an operational health and safety
initiative in response to the risks workers face from sun exposure. It
arose from routine hazard identification and risk management processes
rather than a formal proposal from staff or councillors.

The initiative was introduced under delegated management authority in line
with existing health and safety obligations, and therefore did not require
formal Council approval.

As it was part of normal operational practice, there are no Council
minutes or reports relating to its decision or approval.

Are ICC providing any other medical screening or health assessments that
Council are funding?
The only other medical screening or health assessments funded by ICC in
the past year relate to health monitoring required under the Health and
Safety at Work Act. These assessments are undertaken where there is a
legal obligation to monitor worker health due to identified workplace
hazards and exposure risks. Outside of these legislated requirements, ICC
has not funded any additional medical screening or health assessment
programmes.

You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a compliant is available at
[1]https://www.ombudsman.parliament.nz/ or freephone 0800 802 602.

If you wish to discuss this response please contact me.

Kind regards

Michal Gray
