Dear Invercargill City Council,
Michael Morris's report to the 20 July 2026 BCB meeting stated
"A rating practise change occurred from 2019/2020 which made the rate increase percentage on all individual rates types the same. i.e., if the Councils total rates increase was 5%, then the Bluff Community Board targeted rate has also increased by 5%. This ended in the 2023/2024 year."
I would like documentation that supports this statement. This would include, but not be limited to, any reports or minutes that show where the direction to rate in this way came from and specifically, I would like evidence of the Bluff Community Board being informed of this process and the implications of it on the Bluff Targeted Rate.
In addition, I would like copies of budgets and expenditure reports that have been made available to the Board from 2017/2018 onward, ie, emails or agenda items relating to how much the budget for the Board is, the reserve account and how much will be taken in Targeted Rates from Bluff for each year. Presumably, the Board members get regular updates on the reserve account and budget and targeted rate. I want copies of those communications.
