Dear Ministry of Education,

 

Under the Official Information Act 1982, I request copies of any final or
substantive advice, briefings, implementation papers, Cabinet material, or
research summaries prepared since 1 January 2025 regarding the decision to
develop, fund, or roll out centrally supported writing workbooks or
structured writing resources for Years 4 and 5 students.

 

In particular, I request documents describing:

 

• the educational problem or implementation issue these resources were
intended to address;

 

• any evidence, analysis, or achievement data relied upon in deciding
additional structured writing supports were necessary;

 

• whether the Ministry identified concerns regarding student writing
achievement, consistency of writing instruction, or teacher implementation
capability following the English curriculum changes;

 

• any alternative implementation approaches considered before deciding to
support workbook-style resources.

 

This request is limited to substantive or final material relied upon for
decision-making or implementation purposes and does not include routine
