Under the Official Information Act 1982, I request copies of any final or substantive advice, briefings, implementation papers, Cabinet material, or research summaries prepared since 1 January 2025 regarding the decision to develop, fund, or roll out centrally supported writing workbooks or structured writing resources for Years 4 and 5 students.

In particular, I request documents describing:

• the educational problem or implementation issue these resources were intended to address;

• any evidence, analysis, or achievement data relied upon in deciding additional structured writing supports were necessary;

• whether the Ministry identified concerns regarding student writing achievement, consistency of writing instruction, or teacher implementation capability following the English curriculum changes;

• any alternative implementation approaches considered before deciding to support workbook-style resources.

This request is limited to substantive or final material relied upon for decision-making or implementation purposes and does not include routine administrative correspondence or drafting material.

Your request as currently worded, seeks a broad range of information
across a significant timeframe. To assist us with our response to your
request, and to ensure we are considering the information of most interest
to you, we would like to invite you to clarify/refine the scope of your
request.

 

It appears that your request relates to the following Budget 2026
initiative:

 

o $38.7 million provides writing and tuhituhi workbooks for over 130,000
students in Years 4 to 5 and a universal digital writing tool that
will benefit over 200,000 students in Years 6 to 8 each year.

 

Could you please clarify whether you are particularly interested in advice
provided to the Minister of Education by the Ministry specifically in
relation to the above budget initiative or work undertaken by the Ministry
more generally in relation to student writing achievement and/or
additional structured writing supports?  

 

If the former, it would be helpful if you could refine the timeframe and
particular document types (e.g formal advice to the Minister only) that
you are interested in.
