Please provide a copy of the business case or procurement plan used to justify the selection of Janison Solution Pty Ltd to deliver the new Student Monitoring, Assessment and Reporting Tool (SMART).

Please provide copies of any requests for proposals (RFPs), tender documents, or expressions of interest issued for this procurement.

Please provide copies of all evaluation criteria, scoring matrices, and evaluation reports used to assess suppliers.

Please provide a copy of the contract signed between the Ministry and Janison, including any schedules, deliverables, or pricing structures.

Please provide details of any New Zealand-based companies or other international suppliers that submitted proposals but were not selected.

Dear Enquiries National,

Thank you for your email advising that the timeframe for responding to my OIA requests has been extended by 40 working days under section 15A of the Official Information Act.

To help me understand the basis for this decision, could you please provide clarification on:

What specific aspects of my requests require “substantial collation or research” given that each question seeks a discrete, high-level document set (e.g., cost–benefit analyses, procurement briefings, projected costs, and data storage information that should already exist in consolidated form).

Which consultations are required, and why these cannot reasonably be completed within the original timeframe.

Whether the Ministry has undertaken any preliminary assessment or scoping that indicates the volume of material involved, and if so, whether you are able to provide an estimated page count or number of documents.

I appreciate that extensions can be appropriate in some circumstances, but section 15A requires that the reasons be proportionate to the nature of the requests. Given the targeted and specific scope of the information sought, I would be grateful for further detail on why a 40-day extension is considered necessary.
