Dear Ministry of Education,

Under the Official Information Act 1982, I request copies of any final or substantive programme-level documents relating to the development, governance, and implementation of the Foundational Learning Action Plan (FLAP).

Specifically, I request:

* the Foundational Learning Action Plan, programme plan, implementation strategy, or equivalent document describing the overall programme;
* any programme governance framework, governance structure, governance terms of reference, or equivalent document describing the governance of FLAP;
* any evidence review, research summary, business case, investment proposal, or equivalent document relied upon in establishing the Foundational Learning Action Plan; and
* any programme evaluation framework, benefits realisation framework, logic model, theory of change, or equivalent document prepared for FLAP.

This request is limited to final or substantive programme documentation and does not include routine administrative correspondence, meeting invitations, or early drafting material.

We note you appear to have interpreted the Foundational Learning Action
Plan as a formal governance mechanism - which it is not.  At a high level,
it is essentially how the Ministry has compiled the foundational Literacy
and Numeracy investments into a public-facing document found here:

basis, would you like to clarify, refine or withdraw your request? We
would appreciate hearing from you by 13 July 2026.

 

Please note that in line with Section 15 (1AA) of the Act, if a request is
amended or clarified after the date on which it is received, the Ministry
may treat the amended or clarified request as a new request that replaces
the original request.

Dear Enquiries National,

Thank you for your clarification.

In light of your advice that the Foundational Learning Action Plan is a public-facing consolidation of foundational literacy and numeracy investments rather than a formal governance mechanism, I wish to refine my request.

I seek any final or substantive programme-level documentation that describes the programmes, investments, governance arrangements, implementation strategies, programme plans, business cases, evidence reviews, benefits realisation frameworks, theories of change, or equivalent documents underpinning the foundational literacy and numeracy investments that are brought together within the Foundational Learning Action Plan.

If the Ministry considers that different documents relate to different underlying programmes or investments, I am happy for the request to be interpreted accordingly rather than as seeking a single FLAP governance framework.
