Dear Wellington City Council,

I’m requesting any plans, notes of discussions, advice or emails about how the city would continue rubbish collection in the event that diesel becomes restricted or unavailable for the current collection trucks.

This includes any ways that the council would ask residents to change behaviours, manage sanitation issues created by non collection and any other scenarios the council may be considering.

Requesting any relevant documentation, especially any produced 1 March 2026 to 30 March 2026.

Thank you for your email dated 30 March 2026 to Te Kaunihera o Pôneke | Wellington City Council (the Council) requesting the following information:

I’m requesting any plans, notes of discussions, advice or emails about how the city would continue rubbish collection in the event that diesel becomes restricted or unavailable for the current collection trucks.
This includes any ways that the council would ask residents to change behaviours, manage sanitation issues created by non collection and any other scenarios the council may be considering.

This correspondence is to advise you that Wellington City Council needs to extend the due date of your response, pursuant to section 14(1)(b) of the LGOIMA, as consultations necessary to make a decision on your request are such that a proper response to the request cannot reasonably be made within the original time limit. We will provide this information to you as soon as we can, and no later than 28 May.

Unfortunately, due to recent weather events key staff have been diverted to helping to manage and recover from the State of Emergency and we have been unable to complete our consultation with them on this request.. We are prioritising this response and will get it to you as soon as possible now that the recovery and clean up processes are underway and some staff can return to their central functions.

Thank you for your request, and I apologise for the time it has taken to respond to you. The Council has been responding to some major events in the weather and waste space.

Please find attached a relevant email to your request. Some information is redacted under section 7(2)(a) of the LGOIMA to protect the privacy of natural persons. As required under section 7(1) we have considered the public interest but in this case it is not outweighed.

I have also made enquiries with the team and to address your question, by summary, as allowed for under section 15(1) of the LGOIMA please find that below:

The Fuel Supply Disruption Crisis Management Team (FSD CMT) is a time‑bound, executive‑level forum established Council to provide strategic oversight and direction during a fuel supply disruption. Its role is to set priorities, define risk tolerances, and ensure a coordinated organisational response. The team maintains a whole‑of‑council view of impacts on services, workforce, contractors, and the community, and provides clear advice to the Controller, any Fuel Supply Disruption Incident Management Team (FSD IMT), and the Executive Leadership Team (ELT). It operates within the Council’s Crisis Management Plan.

The FSD CMT has been meeting regularly. Members contribute targeted insights from their business units, while the Chair sets strategic intent. Supported by a small secretariat, the team records impacts, risks, and decisions, and produces advice for the organisation. This may include recommending service adjustments, shifts in priorities, or escalation to ELT where risks exceed existing delegations. The CMT is designed to be progressively stood down as conditions stabilise.
