Grant Thornton New Zealand Current state and Benchmark methodology

Dear Fire and Emergency New Zealand,

I am a New Zealand citizen and the letter is on it's way to you as previously indicated;

Pursuant to the terms of a Consultancy Services Order dated 9th October 2023, GTNZ has been engaged to assess the ‘Current State’ of FENZ’s operational and fiscal status against an agreed benchmark (which we are required to develop).

The findings are intended to help FENZ assess operational efficiency and to give FENZ the necessary information to address any actual or perceived shortcomings in FENZ’s current operational and fiscal framework.

There was only a snapshot "overview" or "outline" of the methodology in the June 2024 benchmark that was done against Scottish Fire Rescue and Service ("SFRS")

In addition it seems both old and is made based 2023 FY numbers.

In addition the benchmark didn't seem to mention the type, scale & nature of hazards faced by each service where only the difference of land area was recognized as differentiator.

Taken from the latest publicly available FENZ annual report:
> responding to severe weather-related events, natural hazard events, and disasters; and

I would like to understand the benchmark methodology better given this is also aimed to be used to compare other publicly funded fire services and to make it a standard across the world to benchmark fire services performance.

Please provide A, B, C, D and E:

A) Full deliverables provided by GTNZ under this contract regarding the benchmark from since it's existence - not just an overview (17 pager) as was provided and one single benchmark from June 2024 based on 2023 FY data.

B) Total GTNZ related expenditure incurred by FENZ to develop such methodology and outline that is only a 17 pages long outline provided to the public.
