Thank you for your request of 7 March 2026 to Fire and Emergency New Zealand requesting the
following information under the Official Information Act 1982 (OIA):
1. Full deliverables provided by GTNZ under this contract regarding the benchmark from since
it's existence - not just an overview (17 pager) as was provided and one single benchmark
from June 2024 based on 2023 FY data.

here. For this reason, we are refusing this
portion of your request under section 18(d) of the OIA, as the information requested is publicly
available.
2. Total GTNZ related expenditure incurred by FENZ to develop such methodology and outline
that is only a 17 pages long outline provided to the public.
The final report from GT included the 37-page Fire and Emergency and SFRS Financial
Benchmarking Final Report and a 21-page Fire and Emergency and SFRS Financial; Benchmarking
Methodology which is available
here. The total expenditure was $174,130.51 excluding GST.
3. Names of the GTNZ partners involved with FENZ deliverables
We have decided to withhold this information under section 9(2)(a) of the OIA, to protect the
privacy of natural persons. In making this decision, we have considered the public interest
considerations in section 9(1) of the OIA.
4. Terms of a Consultancy Services Order dated 9th October 2023,
Please find attached, as the
Appendix to this response, a copy of the GT consultancy services
order. Some information has been withheld under the fol owing:
• section 9(2)(a) of the OIA, to protect the privacy of natural persons; and
• section 9(2)(b)(ii) of the OIA, to protect information where the making available of the
information would be likely unreasonably to prejudice the commercial position of the
person who supplied or who is the subject of the information.
5. Confirmation if GTNZ used gen/AI to generate either the methodlogy or the benchmark.
Fire and Emergency is not aware if GT used generative artificial intelligence to complete the
methodology or benchmarking. For this reason, this portion of your request is refused under
section 18(g) of the OIA, as the information requested is not held by Fire and Emergency and we
have no grounds for believing that it is either held by another agency or more closely connected
with the functions of another agency.
You have the right to seek an investigation and review by the Ombudsman of this decision.
