My understanding is that of the use "shall" in the sentence above indicates that it is compulsory. Te Pirangi Developments Limited appears to be the consent holder as it is the applicant. According to the following link, Matthew Currie is the director of Te Pirangi Developments Limited. As the director of the applicant company, one could reasonable assume that Mr. Currie was or should have been aware of the conditions of consent.
