I would like to know whether this response includes any and all communications and documents to and from staff and elected members pertaining to the expression of interest process, including but not limited to any business cases and reports, that Christchurch City Council took part in that selected the one-stop shop for supermarket consenting.

I refer to your email we received on 19 December 2025. You requested the following, under the Local Government Official Information and Meetings Act 1987 (LGOIMA) (below).

We have decided to withhold some information under the following sections
of the LGOIMA -
7(2)(a) – privacy of natural persons
7(2)(b)(ii) – to protect the commercial position of the person who
supplied or who is the subject of the information
7(2)(h) – to enable any local authority holding the information to carry
out commercial activities
7(2)(f)(i) – to maintain the effective conduct of public affairs through
the free and frank expression of opinions
7(2)(g) – to maintain legal professional privilege
In the Council's view the reasons for withholding these details are not
outweighed by public interest considerations in section 7(1) favouring
their release.
You have the right to seek an investigation and review by the Ombudsman of
