1. Purpose of this Memo Te take o tēnei Pānui
1.1 The purpose of this memo is to advise the Mayor and Councillors that Christchurch City
Council has been selected to serve as a one-stop building consenting authority for large-scale
supermarket developments.
1.2 The information in this memo is confidential but can be made public following the
Government announcement expected this morning.
2. Update He Pānui
2.1 In August 2025, the Government announced that a single streamlined building consenting
process will be established for supermarket competitors and that a single building consent
authority would be selected to standardise and streamline building consent processes for
grocery developments that would enable competition regionally or nationally.
2.2 Today, the Government will announce that Christchurch City Council has been selected to be
that building consent authority. Specific criteria will apply to this and is outlined below.
2.3 Christchurch City Council participated in an expression of interest process that assessed
capability, track record, timeliness, efficiency and customer focus and was selected ahead of
other Building Consenting Authorities.
2.4 Christchurch City Council was seen as a leader in commercial building consenting and the
Government recognised the strength of our proposal, particularly seeing our plan to leverage
our existing Case Management and Relationships team as a significant advantage.
Criteria
2.5 The service covers new standalone buildings (minimum 500m²) for grocery businesses that are
not Regulated Grocery Retailers (RGRs) (i.e. not Foodstuffs North Island, Foodstuffs South
Island, and Woolworths NZ). It also covers any supermarket developments (new competitors
or RGRs) that have been referred via the Fast-track Approvals Act 2024.
3. Conclusion Whakakapinga
3.1 This represents a significant endorsement of Christchurch City Council’s building consenting
expertise, and we are pleased that this capability has been recognised by MBIE and the
Government.
