Subject: Christchurch South Library Rebuild Option Costing
At the 4 October 2023 Council Meeting, the rebuild of the Christchurch South Library was considered and passed by the Council. At this meeting, alternatives were presented and information on the repair option provided in Section 4.8. The repair cost presented was $33,000,000 capex and $750,000 opex for a total of $33,750,000.
At an earlier community meeting held on the repair or rebuild of the Christchurch South Library, a repair cost of approximately $22,000,000 was presented, and a rebuild cost several million dollars above that repair cost. Both repair and rebuild cost estimates had risen to over $33,000,000 by the date of the Council decision.
This request is to obtain the information used to determine the repair cost budget estimate for the Christchurch City Library.

On 9 March 2025, you requested the following information, under the Local
Government Official Information and Meetings Act 1987 (LGOIMA):

South Library was considered and passed by the Council. At this meeting,

Release of information
The original project budget for the South Library and Service Centre
Earthquake Repairs was $22.6 million. This included the LTP2021-31 budget
of $12.597m, adjusted for inflation to $13.6m, plus $9m Better Off
Funding. This detail can be found [1]here.
In 2022 a high-level structural repair design was completed. This design
was reviewed by the project Quantity Surveyor and estimated to cost
$26,634,000.
In July 2023, an updated repair estimate was completed by the project
Quantity Surveyor, which came to $30,998,000. This updated estimate was
based on the 2022 high-level estimate and adjusted for escalation to end
2026, plus Transformer and Sewer Upgrade works which had by that time been
identified as necessary. An additional $2m for landscaping was estimated.
These figures made up the $33 million estimate for repairs that was
reported to Council in October 2023.
