I would like to request documentation that was not made publicly available during the Resource Consent process. If the council made it publicly available, you may exclude it. I am also willing to consider a reasonable extension to the 20 working day deadline if this is not feasible within that timeframe.

Unfortunately, the vast majority of information on this issue is not public and would need to be researched and collated to complete your request.
Based on the general figure of 1700 files, even at 2 minutes per file, would take at least 56 hours of staff time to compile.
This would be a conservative estimate, but even so would reasonably constitute substantial collation and research and refused under the LGOIMA.
We would not consider an extension of time practicable as this would still have an unreasonable impact on staff time.
Even considering a charge for the provision of this information would likely result in an unreasonable amount.
If you are able to refine this request to exactly the information you require, we can assess this under the LGOIMA.

You may exclude all documents received from the applicant directly, as well as any documents submitted specifically as part of the consent application. I am not looking for staff reports.
More specifically, I am looking for communications either between different teams within CCC or between CCC and any other Crown entities.

On this basis we have decided to refuse your request under the following section of the LGOIMA - 17(f) – the information requested cannot be made available without substantial collation or research.
I have attached the one piece of correspondence with a Crown entity on this matter.
A small amount of personal information has been withheld under the following section of the LGOIMA - 7(2)(a) – to protect the privacy of natural persons.
In the Council's view the reasons for withholding these details are not outweighed by public interest considerations in section 7(1) favouring their release.
