Dear Wellington City Council,

I am a New Zealand Citizen seeking any and all correspondence in respect of recommendations made by Wellington City Council Officers, employees, contractors and any external consultants and/or experts in relation to the Coronial inquest findings into the death of my son Sandy Calkin at Queens Wharf on 10 July 2021.

In particular I am seeking (but not limited to).all emails and written correspondence and reports on this subject either sent by or received by the Wellington Waterfront Manager, the Manager Parks, Sport & Recreation, the Chief Operating Officer, everyone in the Wellington City Council Executive Leadership team, every member of the People, Culture & Capability, Safety, Security and Wellbeing team, and all elected Wellington City Councilors and both the former and current Mayor and Deputy Mayor.

Furthermore I request all correspondence referencing the removal of the temporary fencing from around the Wellington Waterfront from the time it was put in place after the accidental drowning of Isaac Levings in April 2023 until todays date.

Furthermore I request all incident reports held by the Wellington City Council in respect of all accidents, near misses, fatalities and injuries and the surrounding waterfront area since the accidental death of Isaac Levings in April 2023 until todays date.

This email is to seek clarification on your request.

For question one, can you please confirm that you would like information from the date of the final findings from the inquest? (11 March 2025)?

For question two, can you please confirm that you would like information from the date of the Environment and Infrastructure Committee against further safety developments for the waterfront (7 August 2025)?

As currently worded, your request (in its entirety) would require the collation and assessment of a considerable number of documents from the Council’s systems. To enable us to provide you with a timely response, and in accordance with our obligations under section 17B of the LGOIMA, we would like to offer instead of providing all correspondence - decision documents and papers. We believe this would provide you with a more accurate picture of decisions made.

To enable us to meet our obligations under the LGOIMA, we would be grateful for your response as soon as possible, but by no later than 18 November 2025.

In respect of your question one - yes I can confirm that I would like information from the date of the final findings from the inquest (11 March 2025)

In respect of question two - I am seeking (but not limited to).all emails and written correspondence and reports on the subject of the Coronial inquest into the death of my son Sandy Calkin at Queens Wharf on 10 July 2021. this needs to include everything either sent by or received by the Wellington Waterfront Manager, the Manager Parks, Sport & Recreation, the Chief Operating Officer, everyone in the Wellington City Council Executive Leadership team, every member of the People, Culture & Capability, Safety, Security and Wellbeing team, and all elected Wellington City Councilors and both the former and current Mayor and Deputy Mayor from the date 1 February 2025 until todays date. This is to include all correspondence, in respect of the early draft of the Coronial inquest that was released to Wellington City Council prior and the final inquest findings. I would also like all correspondence referencing myself, and/or my son Sandy Calkin from the people listed above. I am not interested in limiting this as you have suggested.

Wellington City Council (the Council), requesting the following
information:

o I refer the lighting systems currently in place on the Wellington
Waterfront Area. I understand these have recently been upgraded
however this request covers all lighting systems from (and including)
Te Papa Promenade around to the Police Maritime Unit based in the Old
Ferry Building on Waterloo Quay’s service jetty. My questions are:

 1. What back up systems are in place to keep power to these lights
in the event of a major power outage? (For example , in the event
of a significant earthquake)
 2. In the event of a sustained power outage how long (if at all)
will back up power systems to these lights maintain integrity? IE
how long will the lights stay on?
 3. Has the entire lighting project that was planned to be put in
place been fully implemented to date? If not when will this be
completed?
 4. Has the entire lighting project had it's full original requested
funding approved and allocated?
