Thank you for your email of 3 November 2025 to Te Kaunihera o Pōneke | Wellington City Council
(the Council) requesting information regarding waterfront fencing
. Your request has been considered
under the Local Government Of icial Information and Meetings Act 1987 (LGOIMA). Please find my
response below.
1. I am a New Zealand Citizen seeking any and al correspondence in respect of
recommendations made by Wellington City Council Officers, employees, contractors and any
external consultants and/or experts in relation to the Coronial inquest findings into the death
of my son Sandy Calkin at Queens Wharf on 10 July 2021.
On 13 November 2025, the Council sought refinement for this question, specifically, to ask what the
date range was that you sought the information. You confirmed the same day that you required
information be provided from 11 March 2025, in which the final findings from the inquest were
provided.
The Environment and Infrastructure Committee meeting agenda and papers for 7 August 2025, which
includes officers’ recommendations that respond to the recommendations made by Coroner Greig, is
available on our
website. Section 15(1) of the LGOIMA provides that information may be made
available by providing an excerpt or summary of the contents requested. We believe that the publicly
available information provides a sufficient summary of work completed in relation to the inquest
recommendations one and two, which were prioritised by officers.
2. In particular I am seeking (but not limited to).all emails and written correspondence and
reports on this subject either sent by or received by the Wellington Waterfront Manager, the
Manager Parks, Sport & Recreation, the Chief Operating Officer, everyone in the Wellington
City Council Executive Leadership team, every member of the People, Culture & Capability,
Safety, Security and Wel being team, and all elected Wellington City Councilors and both the
former and current Mayor and Deputy Mayor.
As aforementioned, we sought refinement on 13 November 2025 for this question as well. You
responded with a further expansion of the question, which did not refine the question. As such, I am
refusing this question pursuant to section 17(f) of the LGOIMA, as the information requested cannot
be made available without substantial collation or research.
3. Furthermore I request al correspondence referencing the removal of the temporary fencing
from around the Wel ington Waterfront from the time it was put in place after the accidental
drowning of Isaac Levings in April 2023 until todays date.
This request cannot be made available as it stands, as the correspondence is heavily incorporated
with discussions about other events occurring and overall waterfront safety improvements. There is no
singular stream of correspondence specific to the removal of the temporary fencing. I am refusing this
question pursuant to section 17(f) of the LGOIMA, as the information requested cannot be made
available without substantial collation or research.
4. Furthermore I request all incident reports held by the Wellington City Council in respect of all
accidents, near misses, fatalities and injuries and the surrounding waterfront area since the
accidental death of Isaac Levings in April 2023 until todays date.
We are aware of one other death along the waterfront after Mr Levings: Mr Jarreth Colquhoun in
January 2024. Our system reporting for waterfront events (all accidents, near misses, fatalities and
injuries) has returned 185 results, which includes a significant amount of personal information. As
such, the information is not readily available to be provided to you and I am therefore refusing this
question pursuant to section 17(f) of the LGOIMA, as the information requested cannot be made
available without substantial collation or research.

your request for more targeted and specific pieces of information, which wil assist us in being able to
