Reporting Tool (SMART)
Thank you for your emails of 19 and 20 October 2025 to the Ministry of Education (the Ministry)
requesting information about the Student Monitoring, Assessment and Reporting Tool (SMART).
I have set your five requests out below as follows:
OIA 1354236:
1. Please provide a copy of the business case or procurement plan used to justify the
selection of Janison Solution Pty Ltd to deliver the new Student Monitoring,
Assessment and Reporting Tool (SMART).
2. Please provide copies of any requests for proposals (RFPs), tender documents, or
expressions of interest issued for this procurement.
3. Please provide copies of all evaluation criteria, scoring matrices, and evaluation
reports used to assess suppliers.
4. Please provide a copy of the contract signed between the Ministry and Janison,
including any schedules, deliverables, or pricing structures.
5. Please provide details of any New Zealand-based companies or other international
suppliers that submitted proposals but were not selected.
OIA 1354237 - Please provide any cost-benefit analyses comparing SMART with maintaining or
upgrading e-asTTle, PAT, PACT and similar pieces of summative assessment used in New
Zealand primary schools
OIA 1354239 - Please provide copies of all briefings, aide memoires, or advice received from the
Ministry of Education regarding the procurement of Janison for the SMART tool.
OIA 1354242 - What is the total projected cost (broken down by financial year) of developing,
implementing, and maintaining SMART from 2024–2030?

OIA 1354246 - Please provide details of where and how student assessment data in the SMART
tool wil be stored, including whether any data wil be stored or processed outside New Zealand.
Your requests have been considered under the Of icial Information Act 1982 (the Act).
Section 18A of the Act enables the Ministry to treat as a single request two or more requests from
the same person that are about the same subject matter or about similar subject matters; and that
are received simultaneously or in short succession. This provision also enables the Ministry to
consider whether, taken altogether, your requests should be refused under section 18(f) of the Act,
that the information requested cannot be made available without substantial collation or research.
However, we have determined that the information can be provided, but it wil take considerable
time to collate and prepare for release.
The Ministry therefore needs to extend the timeframe for responding to your requests, pursuant to
section 15A(1)(a) of the Act, as the requests are for a large quantity of information or necessitate a
search through a large quantity of information, and 15A(1)(b) of the Act, as consultations
necessary to make a decision on the requests are such that a proper response cannot reasonably
be made within the original time limit. You can now expect to receive a response to your requests
on or before 3 February 2026, which is an extension of 40 working days. Please note that this
includes the period from 25 December in any year and ending with 15 January in the following
year, which are not counted as working days under the Act.
You have the right to ask an Ombudsman to investigate our decision to extend the timeframe for
responding to this request, in accordance with section 28 of the Act. You can do this by writing to
