Thank you for your email of 28 January 2026 to the Ministry of Education (the Ministry) requesting
the following clarification of the response to your previous request [OIA 1354239 refers]:
Confirmation of the interpretation applied by the Ministry to the terms “briefings”, “aide-
memoire”, and “advice” for the purposes of OIA 1354239, including whether those terms were
considered to exclude any of the following:
•
emails or written communications to Ministers’ offices;
•
oral briefings or discussions;
•
information updates, reports, or background papers;
•
Cabinet papers provided for noting;
•
briefings provided via delegated or indirect channels (including to associate ministers or
ministerial staff).
•
This request is limited to clarification of terminology used in the Ministry’s earlier
response and does not seek additional documentation or records.
Your request has been considered under the Of icial Information Act 1982 (the Act).
OIA 1354239 requested
‘copies of all briefings, aide memoires, or advice received from the
Ministry of Education regarding the procurement of Janison for the SMART tool’.
We can confirm that the Ministry interpreted this request to be for formal written advice. This aligns
with the Ministry’s practice of providing advice, including advice to Ministers, in a formal, trackable
format. It also aligns with our standard approach when responding to requests for advice provided
by the Ministry. This does not include emails or verbal discussions.

decision to engage Janison is operational and made by the Ministry, and that no briefings,
aides-memoire or other formal advice from the Ministry on this matter had been provided to
Ministers.
