Under the Official Information Act 1982, I request the following information regarding KingsWay School in Auckland for the calendar years 2018, 2023 and 2024:

1. Government Funding Received

The total amount of government operational funding received by KingsWay School in each year.

The total amount of government capital funding (e.g. Policy 2 funding) received in each year.

2. Summary of Expenditure (at a high level)

For each of the years listed above, please provide a summary breakdown of how this government funding was allocated, grouped under broad categories such as:

- Staff salaries and benefits

- Teacher aides / support staff

- Classroom materials and curriculum resources

- Facilities maintenance and utilities

- Administration

- Any capital projects funded with government money (including the name or type of project)

I am not requesting any personal details, invoices, or commercially sensitive contractor information.Only high-level categories and totals or at the very least summary statistics please.

3. Clarifications and Cooperation

If:

Some or all of this information is not held by KingsWay School, its Board of Trustees, or the Proprietor (KingsWay Trust), please transfer this request in accordance with Section 14 of the Act.

Any part of this request is to be refused (in full or in part), I request that the reason is clearly stated and that the remainder still be processed and released promptly.

Official information request for financial information in the years 2018,
2023, and 2024

 

I acknowledge receipt of your official information request dated 3 July
2025 for high level information about our Government funding and related
expenditure in the years 2018, 2023, and 2024.

 

We received your request on 3 July 2025. We will endeavour to respond to
your request as soon as possible, but are notifying you that as the school
is currently closed and our finance team is on leave until 14 July 2025
there will be a delay in our response. We will notify you no later than 7
August 2025 being 20 working days from when the school reopens for
business. If we are unable to respond to your request by then, we will
notify you of an extension of that timeframe.

Dear KWS Board,

Thank you for your response. I note your advice that a reply to my Official Information Act (OIA) request will be delayed due to school holidays.

However, I would like to respectfully clarify that school holidays are not considered non-working days under the OIA. The OIA defines working days as excluding weekends, public holidays, and the period from 25 December to 15 January inclusive. Term breaks and school holidays do not pause or extend the 20 working-day timeframe for response.

This position is supported by guidance from the Office of the Ombudsman, which makes clear that school closures for holidays do not alter statutory timeframes under the OIA. A delay on this basis would not meet the requirements of section 15A of the Act, which outlines specific and limited grounds under which an extension may be granted.

Accordingly, I ask that my request be processed within the standard 20 working-day period, unless a valid extension is formally issued in accordance with the Act.

I refer to your official information request dated 3 July 2025 for a
breakdown of Government funding receipts and expenditure in 2018, 2023,
and 2024 and specifically your request for:

this government funding was allocated, grouped under broad categories such
as staff salaries and benefits, teacher aides / support staff, classroom
materials and curriculum resources, facilities maintenance and utilities,
administration, any capital projects funded with government money
(including the name or type of project).

Part of the information you have requested is enclosed, namely the
breakdown of government funding received by KingsWay School for 2018,
2023, and 2024.

However, we have decided to refuse your request for information which
relates to the allocation of this funding under section 18(e) and (f) of
the Official Information Act. Our expenditure reporting does not exist in
the format that you are requesting as our financial systems operate on
standard accounting principles, whereby all funds—whether from Government
Grants or donations—are pooled and allocated to the school’s overall
budget priorities and obligations. We are therefore unable to attribute
individual transactions to specific funding sources and could not do so
without substantial collation and/or research.

You are, however, able to access a high-level summary of our expenditure
in our annual reports. The 2024 Annual Report is currently published on
our website [1]here and we have attached copies of the 2018 and 2023
reports. Please note that these reports are produced in compliance with
Ministry of Education guidelines and signed off by our auditor who is
appointed by the Auditor-General.

You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at
