I refer to your official information request dated 3 July 2025 for a
breakdown of KingsWay School’s collection and use of attendance dues and
voluntary donations in 2018, 2023, and 2024 and specifically your request
for:

 

 1. The total amount of attendance dues collected each year.
 2. A copy of the financial statements or reports showing how attendance
dues were spent or allocated, including any payments or transfers to
the school’s proprietor.
 3. The total amount of voluntary (special character or general) donations
received from families each year.
 4. A breakdown of how these donation funds were used (e.g. staffing, ICT,
learning resources, sports, arts, or capital works).

 

Part of the information you have requested is enclosed, namely the total
amount of attendance dues collected by the proprietor and the total amount
of voluntary donations collected by KingsWay School for 2018, 2023, and
2024. Please note however that KingsWay School does not charge for, or
receive, Attendance Dues. These are charged by, and paid directly to, the
Proprietor (NZCPT) and are not a source of income for KingsWay School and
therefore are not accounted for in our income statement.

However, we have decided to refuse your request for a copy of the
financial statements or reports showing how the attendance dues were spent
under section 18(d) of the Official Information Act. All our Proprietor’s
financial statements are publicly available by searching NZ Christian
Proprietors Trust on the [1]Charities Services website.

 

We have also decided to refuse your request for a breakdown of how our
donations are used under section 18(e) and (f) of the Official Information
Act. Our expenditure reporting does not exist in the format that you are
requesting as our financial systems operate on standard accounting
principles, whereby all funds—whether from Government Grants or
donations—are pooled and allocated to the school’s overall budget
priorities and obligations. We are therefore unable to attribute
individual transactions to specific funding sources and could not do so
without substantial collation and/or research.

 

You are, however, able to access a high-level summary of our expenditure
in our annual reports. The 2024 Annual Report is currently published on
our website [2]here and we have attached copies of the 2018 and 2023
reports. Please note that these reports are produced in compliance with
Ministry of Education guidelines and signed off by our auditor who is
appointed by the Auditor-General.

 

You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at
