Request for information regarding entity known as "Nga Hau E Wha" and all interaction with MOH
Katherine Raue made this Official Information request to Ministry of Health
Response to this request is long overdue. By law Ministry of Health should have responded by now (details and exceptions). The requester can complain to the Ombudsman.
From: Katherine Raue
Dear Ministry of Health,
We request all information regarding interaction between the MOH and its subsidiaries (DHBs, etc) and an organisation calling themselves "Nga Hau E Wha" or "NHEW".
To avoid confusion with the large number of nebulous orgs using this name, we refer to the org using the website "nhew.org.nz". During previous discussions with Vicki Blake of the Ministry we made a formal complaint regarding one of the profiles on this website which infers that one of the representatives of this org has around 20 years experience as a "clinician", when it has been confirmed by the head of the org, Victoria Roberts, that the person is not and has never been a clinician. What is the definition of the term "clinician" as recognised by the Ministry, and in the context of the current legislation (such as the Mental Health Act and the Criminal Proceedings Mentally Impaired Persons Act) - which refers to, and grants considerable unbridled power, to "Responsible Clinicians", including the power to detain persons (such as Ashley Peacock, and myself) indefinitely and arbitrarily despite overwhelming and damning evidence that such action is unethical, unacceptable and unjust?
Vicki Blake indicated that Nga Hau E Wha is "not a legal entity" but that the Ministry have provided them with funding. What is the Ministry's policy on funding non legal entities?
How much funding has been provided to this organisation through the Ministry, directly or indirectly through various DHBs, etc?
Vicki Blake stated that a letter had been sent to NHEW regarding the claims made in the profile on the website (at the link nhew.org.nz/tuis-profile.html) that this person has 20 years experience "working in Mental Health . . . as a clinician and project manager" when these claims are clearly untrue and highly misleading. We request a copy of that letter and all other correspondence and other information regarding these matters.
This request is URGENT because of the possible harm caused to vulnerable people on the basis of the untrue claims, and the allocation of available funding to such flawed initiatives. It is also URGENT because we have become aware of two letters to the Prime Minister which contain gross inaccuracies and false claims, these letters are from NHEW, and the actions of NHEW are preventing and hindering a number of people from making submissions to the current mental health inquiry.
Yours faithfully,
Katherine Raue

Dear Ministry of Health,
The file which you have provided titled Documentation cannot be viewed.
Attempts to view this file are met with the notice: "File cannot be opened, file is corrupted, or not a pdf file." No preview is available either.
Please provide an accessible version of the Documentation without delay and update this request, providing information which has been received or created since the original request.
We note that this organisation has recently shut down its website, following a change to remove a fictitious claim that a certain individual was a "clinician" - an individual who is clearly delusional and a danger to other people - and an organisation which continues to refuse to engage constructively with its stakeholders and we respectfully demand an inquiry into this organisation and various apparent conflicts of interest involving individuals associated with it, including its Chairperson, Victoria Roberts, who is apparently a consumer advisor for the Health and Disability Commission - https://www.hdc.org.nz/about-us/our-team... - "Victoria has extensive personal and professional knowledge of the mental health sector. She is currently Chair of Nga Hau e Wha, a mental health sector consumer advisory group that is contracted to the Ministry of Health. She also works as an advocate for the Benefit Rights Service in Wellington. Victoria also has strong links to the community NGO sector in Wellington.
Victoria is recognised for her ability to work at a national and regional level. She is a leader in the mental health sector, able to effectively analyse issues and communicate with a diverse range of people. In her spare time, Victoria enjoys Wellington's beaches, reads, and tends to her garden."
Apparently, Ms Taurua-Peihopa has now given our information to another person, not associated with Nga Hau E Wha, a person who certainly has no right to the information whatsoever.
Attempts to engage in polite and constructive dialogue regarding the matters resulted in violence and threats in response to our lawful, reasonable, requests and enquiries.
It is important that there is an urgent inquiry into these matters without delay.
Yours faithfully,
Katherine Raue
