I request any correspondence, briefings, summaries or presentations
related to changing the current level of funding for Sexual Reassignment
Surgery (SRS).
Additionally i request any assessments, briefings or correspondence
between the Ministry of Health, DHBs and overseas providers of

To be clear, there has been only one overseas provider contacted in the year (approximate) since Dr Peter Walker retired?
Also, the extent of the communication with that provider is limited to the single email sent inquiring and response?
If there are other providers contacted or being considered I again request any correspondence to or information held by the Ministry of Health on them.

Did some hunting, rumour has it a surgeon in Bris named Dr Hans Goossen is setting up a service, all his info aligns with these emails + tbqh you can pretty clearly see his first name through the redaction pen.

Thanks for the link. You can actually see the whole email address pretty clearly.
Also cced was an email at the http://www.andrologymatters.com.au/ domain, which I would guess is the soon-to-be website for the practice since it is owned by Goossen too and registered to his email address.
As he trained at the University College Hospital in London I am guessing they contacted staff their about providing surgery and were told he was in Brisbane and looking to provide surgery, albeit for FTM patients.

Upon rereading your intial release, I noticed this sentence, contained in Ailsa Jacobbsons email:
"I am currently assessing providers in USA and UK where we have sent patients previously"
These assessments would have been covered by the scope of my original request, and were not included in your release. Please include these (with redactions where necessary) when you respond to my latest request for clarification or a complaint to the ombudsmen will be made.

On the 24 September 2015 you complained to the Ombudsman about the
Ministry’s decision to withhold three emails between the Ministry and the
Taranaki District Health Board under section 9(2)(g)(i) of the Official
Information Act 1982. The Ombudsman has given his provisional opinion and
recommend that the emails be released to you. Attached please find the
cover letter and emails at issue.

Interesting and p disappointing results from MoH here. A surgeon w little to no experience in dmab grs? No timeline for waitlist review? Withheld emails? I'd recommend complaining to the Ombudsman abt the emails - the 'free and frank expression of opinion' seems pretty suspicious here.
