Dear Auckland Transport,

I hereby request the following information under the Official Information Act 1982 regarding recent design changes to Project K (Karanga-a-hape Station precinct integration project):

1. Consultation Documentation
a) Provide all records of consultation (including dates, participants, and methodologies) used to justify the redesign of:
- East Street cycleway replacement with sharrows
- Cross Street footpath reductions

b) Specifically identify which business owners/residents provided feedback that led to these changes, including:
- Full correspondence/meeting notes
- Quantitative analysis showing how this feedback outweighed 2023 consultation results (349 survey responses, 391 Social Pinpoint comments, 45 postal submissions)

2. Strategic Justification
a) Explain how the redesign aligns with:
- Auckland 2050 Plan
- City Centre Masterplan (specifically Transformational Move 5)
- Access for Everyone (A4E) strategy
- Transport Emissions Reduction Pathway (TERP)
- Vision Zero commitments

b) Provide the cost-benefit analysis showing how vehicle access improvements outweigh:
- Loss of pedestrian space for 40,000 daily CRL users
- Removal of existing cycle infrastructure
- Contradiction of City Centre Targeted Rate funding conditions

3. Design Process Records
a) All internal communications (2024-present) regarding:
- Rationale for bypassing Waitematā Local Board approval
- Consideration of CCO obligations under Local Government Act
- Risk assessments regarding $4.5M City Centre Targeted Rate funding

b) Technical reports justifying claims that redesigned features:
- "Maintain pedestrian safety" without raised crossings
- "Maximise CRL benefits" while reducing pedestrian priority
- Align with CRL's $5.5B investment objectives

Please respond in writing within 20 working days. If any information cannot be released, cite specific OIA provisions and provide redacted versions where possible.

My name is Varsha and I’m a LGOIMA Business Partner at Auckland Transport.

 

I’m responsible for looking into the official information request you made
on 1/05/2025 for consultation documentation, correspondence, strategic
alignment, cost benefit analysis, design process records, and technical
reports in relation to Project K.

 

We searched our email database for all emails relating to Project K, our
search returned approximately 3000 emails which is a substantial result.
It was take us approximately 150 hours to complete this part of your
request. Auckland Transport offers five hours of non-chargeable
administration time for free. This means the 145 additional hours will be
at a cost to you if you wish to obtain the full request as it's currently
framed. If you are unable to refine your request or if no refinement is
received, it is likely your request will be refused under section 17(f) of
the Local Government Official Information and Meetings Act 1987 (LGOIMA)
because it amounts to substantial collation.

We want to help you with this request and ask if you are able to refine
what you are requesting, such as the timeframe or if you are after a
specific piece of information? If you can get back to  me with a

Thank you for your reply, I understand that there is a lot of information however I have two questions. First how much would it cost to obtain the full request? Secondly, if I was to re-frame the timescale then I would like to know when AT first started to be contacted by/contacted with external parties that led to these changes being considered?
