Under the Local Government Official Information and Meetings Act 1987 (LGOIMA), I request copies of internal communications (including emails, Microsoft Teams or other chat messages, memos, and file notes) relating to landscaping non-compliance at the Lawson Creek / Royal Road development in Massey, Auckland.
Please include information from 1 January 2022 to the present, and cover material held by:
- the Environmental Monitoring team (including officer Bing Zhang),
- the Regulatory Services, Compliance Monitoring and Resource Consents teams, and
- any relevant senior managers (including Robert Laulala) involved in oversight or communications regarding this development or similar compliance cases.
Please include internal messages that reference or relate to:
- Resource consent LUC60319526 / BUN60319524 and the associated Stage 3B Lawson Creek Development;
- landscaping or resource-consent non-compliance for properties on Paina Crescent, Kautawa Lane, or surrounding lots;
- any internal discussions about enforcement approaches, monitoring delays, or resource constraints affecting final sign-off;
- any internal reference to media coverage or public complaints, including the RNZ Morning Report article of 30 September 2025 titled “New Massey homes fall short of council consent rules”, which mentions the Royal Road development, Youd Ltd, and Auckland Council’s monitoring comments.

Thank you for your request under the Local Government Official Information
and Meetings Act 1987 (LGOIMA), seeking internal communications regarding
landscaping non-compliance at the Lawson Creek / Royal Road development in
Massey.
We’ve reviewed your request and would like to discuss refining the scope.
As it currently stands, the request covers a wide range of teams,
individuals, and communication types over nearly three years. This is a
substantial volume of information and will require significant time and
resource to process.
To help us respond more efficiently, we recommend narrowing the date range
to focus on the most relevant period. For example, limiting the timeframe
to 15 October 2024 to 15 October 2025.
Please let us know if you're open to refining the timeframe or if there
are particular aspects of the request you’d like to prioritise.
