Our response:

 

Hamilton City has not collected any speed data for this location.

 

The NZ Transport Agency have purchased Tom Tom data for use in their
[1]MegaMaps tool.  They may be able to provide some data regarding vehicle
speeds, but it is unlikely to be on a month-by-month basis and would only
have limited vehicle classification if any.  The NZ Transport Agency
information on their open data can be found [2]here.
