Council cars purchased to photograph parked vehicles

Dear Wellington City Council,

Under the Official Information Act could you please confirm the existence of two WCC purchased vehicles, which have been adapted to photograph parked vehicles around the streets of Wellington, specifically to identify vehicles that have overstayed their parking time.
Please advise:
1. The cost of each vehicle and the total cost to install the technology needed to catch out parkers.
2. What type of fuels are these vehicles running on and what is the total fuel cost to the council per annum.
3. What is the total cost of staff wages to employ the drivers needed for this function.
4. Why is the council adding more vehicles to the roads when they are actively discouraging Wellington locals out of their vehicles.
5. What is the total revenue collected by the council specifically from these vehicles.
6. I understand these vehicles drive around the city on specified routes. Please supply a map outlining the areas these vehicles operate in.
7. Does the council believe their ratepayers would approve, or agree to, the purchase of these vehicles when they have been designed to fine drivers in the city.

Thank you for your reply. I disagree that the cost of supplying and installing the NPR is commercially sensitive. I have not asked for the name of the company who installed this, nor the brand of technology. Simply the cost for each vehicle. It does appear that WCC are avoiding answering this question. I would like an explanation as to why the council considers this commercially sensitive as this is effectively public money and therefore it should be transparent as to how this is spent. I will then consider next steps.
You have kindly provided a link to your long-term plan. I have gone through all 208 pages however haven't been able to locate the references to the purchase of number plate recognition technology. Could you please advise where this can be found.

The information regarding Parking Technology upgrades can be found on page
[1]194 of the 2021-31 Long Term Plan. Please note, this budget was not
only for License Plate Recognition (LPR) technology but for all parking
upgrades, which captures other areas of technology upgrades, including
moving to a [2]pay-by-plate system.

Regarding information relating to the costs to install LPR technology, the
decision to refuse this information under section 7(2)(b)(ii) of the Act
remains, as the release of this information would be likely prejudice the
commercial position of the person who supplied or who is the subject of
the information.

 

I acknowledge my response did not confirm the name of the company who
installed this technology; however, as this is a very small and
competitive market, the release of this information could compromise the
company’s competitive position as a supplier in this market.

 

Right of review

If you are not satisfied with the Council’s response, you may request the
Office of the Ombudsman to investigate the Council’s decision. Further
information is available on the Ombudsman website,

So is it $50,000 to $100,000 per vehicle. $100,000 to $150,000 per vehicle. Over $150,000 per vehicle. Providing that information will not compromise the company's competitive position.
