Dear New Zealand Transport Agency,

 

On 18 November 2013, Mount Victoria Historical Society met representatives
of NZTA at the NZTA offices.  Those present on behalf of NZTA were Stewart
MacKenzie (Second Tunnel Project, NZTA), Cheryl Robilliard (landscape
consultant) and Ian Bowman (heritage consultant).

 

We were shown drawings of plans for 7 Paterson Street, Mount Victoria and
nearby properties if/when the second Mount Victoria tunnel was given
approval.  We were advised, however, that we were being “informed” only
and that we could not have copies of these plans at the time.

 

Under the Official Information Act, we would like now to request copies of
these drawings and related documentation.

We appreciate that our decision on your request did not meet your
expectations. We can assure you that an extensive search has been
undertaken, however, due to the large volume of historical information
stored in our database about the Mt Victoria Tunnel Duplication project,
and in the absence of officials who were involved in the project at the
time, officials specifically looked for materials filed under
“Communications and consultation” and “Property and landowners”  folders,
which contain more than 350 items combined. These items are dated between
April 2013 and October 2014.

 

As noted in our letter of 29 January 2024, NZ Transport Agency Waka Kotahi
(NZTA) is happy to undertake further search. To help us in doing so, would
you be able to provide more specific description of the documents, what
type of information contained in them (i.e whether there were
illustrations, maps, hand-drawn designs), the number of documents you were
shown, etc?

I do not believe, however, that sufficient effort has gone into locating
these documents at this point and  request that you search more
extensively for the documents I am seeking.  They are very unlikely to be
dated 18 November (which is what you appear to have searched on) - the
documents were presented to us as hardcopy plans/designs in our meeting of
18 November so would clearly have been prepared before that date.  (Also,
there was no Powerpoint 'presentation'.) The documents I am seeking were
clearly officially prepared for NZTA.

 

Could I suggest you look for key terms such as 'Paterson Street' or 'Mount
Victoria' along with Mount Victoria [second] tunnel or even Basin Reserve.

 

I do not accept that this request is refused and look forward to receiving
these plans/drawings and any related documentation, which must exist in
the NZTA information management systems.

Thank you for providing further context about the drawings you’re seeking
under the Act. We apologise for the time taken to respond to you.

 

Officials have completed a more in-depth search into the folders where the
historical information about the Mt Victoria Tunnel Duplication project is
stored. We have decided to release a copy of a document that was presented
to a different stakeholder on 25 November 2013. Please refer to slides 5
to 11, which contain drawings of some proposed road layouts, including
Paterson Street.

 

It is important to note that any information in the document is by no
means relevant to current thinking that were being investigated by the
Let’s Get Wellington Moving programme and/or future plans that NZ
Transport Agency Waka Kotahi will be looking into. Any similarities would
therefore be coincidental.

 

We hope this is of assistance. You are welcome to submit a new request for
other information via return email.

The only additional information I can add which might assist is that they
were professionally drawn architectural plans and that the property, 7
Paterson Street, is owned by NZTA.

 

If this doesn't help locate the documents, I will reluctantly accept that
