Thank you for your request for information under the Official Information
 Act 1982 (the OIA) requesting information about completed projects and
 their outcomes.
 
We have identified the following projects as falling in scope of your
 request.
 
Part 1 – PPP projects over $100 million (only 2):
1. Transmission Gully Motorway 
2. Puhoi to Warkworth 
 
Part 2 – 10 last Alliance projects over $100 million:
1. Waterview Tunnel (Western Ring Route – RoNS)
2. SH1 Waikato Expressway – Hamilton Section
3. Mackays to Peka Peka Expressway (Wellington Northern Corridor – RoNS)
4. Victoria Park Tunnel
5. Northern Gateway Alliance (Albany to Puhoi)
6. Christchurch Northern Arterial Rural + QE2 Drive
7. SH16 Causeway Upgrade (Western Ring Route – RoNS)
8. Newmarket Viaduct Replacement

Part 3 – Two Largest Projects Completed by Spend:
1. Waterview tunnel (Western Ring Route – RoNS, Alliance)
2. Transmission Gully (RoNS PPP)
 
General information, such as project start and finish dates, budgets and
 actual costs of each project, can be found by searching the internet, for
 example, NZTA website and various media articles about a specific project.

NZTA itself does not apply lean methods in our construction projects.
 
Some of these projects span decades – they started and were completed a
 long time ago (for example, Northern Gateway Alliance (Albany to Puhoi)
 contract was awarded in 1990s)  and pre-date digital document systems;
 therefore we do not have electronic records for them. We are in the
 process of locating paper copies of the documents held in our archives. We
 will then need to manually examine them to see whether the information you
 have requested can be found. There is no national archive index and each
 regional office has their own archive index.
 
Information on scope changes would require us to search multiple records.
 Not all scope changes resulted in increased cost as some were done within
 existing funding. Also, as key result areas(KRAs) may change throughout
 the duration of the project, there would be substantial time and resource
 required to collate this information.
 
We consider that your request, as it currently stands, is very broad and
 cannot be met without substantial collation and research. It is likely
 that we may need to refuse parts of your request under section 18(f) of
 the OIA or consider charging you for providing information that is not
 readily available. We will also need to extend the timeframe to allow us
 to search through the large amount of information both online and in hard
 copies.
 
To enable us to respond to your request we invite you to narrow down the
 scope of your request to a manageable level. Knowing why this information
 is requested may help us determine which information and/or documents are
 the most relevant to your request. Although you are not obliged to do so,
 it would be helpful if you could please indicate the reason for your
 requesting this information. It would also be helpful to know whether you
 are particularly interested in any specific project, or whether could list
 them in terms of priority so that we could first focus on the projects
 that are the most important to you? Please also let us know if you are
 interested in a particular document about any of the projects instead if
 the information you requested cannot be located.
