Regarding ALL former and current residential/living properties (land, houses, apartments/units, housing complex's etc.) - [normally within the Residential Suburban Zone and Residential Suburban Density Transition Zones] - held and or owned by the council, and only Red Zone land and properties set aside for future residential activity, whether either in or outside the Christchurch area;

1. Prior to Sept 2010;
a. list all properties held, and
b. the rating value at that date, and
2. Post Feb 2011;
a. list all properties held, and
b. the purchase price, and
c. rating value at purchase, and
d. current rating value, and
e. yearly rate obligation to pay, and
f. and confirmation whether the council “pays” the rate.

Are you please able to clarify and refine your request? Staff have looked into this and found it is not clear and has potential to be too large to answer. I.e. it could fall into LGOIMA s17(f) - the information cannot be found without substantial collation or research.

I want to know what land, apartments, houses and other residential (only) facilities are owned by the CCC, but not detailed info for those owned by the CCC prior to Sept 2010, but typically normal information which would be held by you, in regards to the same, post Feb 2011...

1. Prior to Sept 2010;
a. list all properties held, and
b. the rating value at that date, and

2. Post Feb 2011;
a. list all properties held, and
b. the purchase price, and
c. rating value at purchase, and
d. current rating value, and
e. yearly rate obligation to pay, and
f. and confirmation whether the council “pays” the rate.

I realise the CCC owns plenty of utilities, service centres, and other assets pertaining to the CCC's role - I'm only interested in residential-zoned (and use) assets, whether used in the past, currently, and or what would be in the future (if owned by the CCC).

I refer to your request for Red Zone property information.

 

Further to the conversation you had with Angus Smith, the Council’s
Property Consultancy Manger, we herewith provide the information that we
hope responds to your request. We apologise for the delay in the response.

 

It is probably helpful in terms of your request to firstly advise that the
council only purchases property to deliver public works, services and
infrastructure. It has not been this councils practice to purchase
property for the purpose of residential urban development and
regeneration. To that end here is an illustration of the Council’s
property portfolio composition.

 

We also attach a list of the residential properties the Council holds and
the purpose for which they were acquired or are held. In general, these
are associated with other purposes related to the delivery of public
services and activities and were not acquired specifically for residential
purposes. The pre-earthquake purchases with the date 26/02/2000 could have
been purchased before this date, but have that date recorded. This is
because that is the commencement date of the data base they were set up
in.
