Te Ara Tupua N2P Rail-crossing bridges for pedestrians/cyclists : design load limits for vehicles

Darren Conway made this Official Information request to New Zealand Transport Agency

The request was successful.

From: Darren Conway

Dear New Zealand Transport Agency,

The Ngā Ūranga to Pito-One project includes two bridge crossings over the railway for the shared path. The plans do not appear to show alternative access routes for maintenance and other vehicles along the shared path between the bridges. If so, authorised vehicles will need to cross the bridges.

What is the maximum design load capacity of each bridge?
max vehicle gross weight ?,
max vehicle axle loading?,

If an authorized vehicle crosses a bridge, will this require any restriction on pedestrian/cyclists bridge access?

Is there a vehicle route available to by-pass each bridge?

Yours faithfully,

Darren Conway

From: Darren Conway

Dear Mark Kinvig

Thank you for the comprehensive response to the request for information. It is clear that access by emergency and maintenance vehicles is an integrated part of the design.

There is just one point that wasn't explained. The on-line drawings show bollards blocking access from the north end. How will emergency vehicles access the shared path from the north without delay?
If access is via the electrical/mechanical retractable bollards, is there an alternative if the bollards have a fault that stops retraction?

Yours sincerely,

Darren Conway

Kia ora Darren

Thank you for your email on 26 July 2023.

In response to an emergency event, the proposed response procedure will be
for emergency services to contact the Waka Kotahi Wellington Transport
Operations Centre (WTOC). WTOC will validate the request then remotely
operate the automated (retractable) bollards.

Under the extremely unlikely circumstances leading to the retractable
bollards having a fault at the time an emergency vehicle is attending the
site, there will be manual overrides available to retract the bollards.

The operational details for this extremely unlikely event are in
development and will be documented prior to the project being completed.
Operational details are being developed together with relevant
organisations including Waka Kotahi maintenance contractors, Wellington
and Hutt City Councils, KiwiRail and emergency services.

Ngā mihi
