“What is the current state of this project?
When is this project anticipated to be completed?
What is the the main hold-up, if any?

Please find below a response (in bold) to your LGOIMA request.

 

What is the current state of this project?

This project is currently in the tender phase and the project team have
been negotiating with a preferred contractor.

When is this project anticipated to be completed?

It is anticipated the project will be completed by Spring 2024, but this
is dependent on KiwiRail’s programme for their works on the railway for
which the CCC civil works are tied to.

What is the main hold-up, if any?

There have been a number of elements of work ongoing over the past few
months, including Council negotiating with a preferred contractor as part
of the tender process, the ongoing railway track and signals design and
working towards aligning Council and KiwiRail programmes.

What is the approximate cost of this project, both to date and by
completion, to CCC?”

-          The spend to date on the project is $10.6m.

-          The total project cost cannot be provided at this time due to
some commercially sensitive elements. Once a contract has been awarded,
more information can be shared.   

 

Part of the information you have requested is attached. However, we have
decided to refuse your request for information which relates to
commercially sensitive information withheld under the following section of
the LGOIMA:

o 7(2)(h) – to enable any local authority holding the information to
carry out commercial activities.

 

In the Council's view the reasons for withholding these details are not
outweighed by public interest considerations in section 7(1) favouring
their release.

 

You have the right to ask the Ombudsman to investigate and review our
decision. Complaints can be sent by email to
