Dear Cody,

Thank you for your email, received on 29.05.2023. You requested the
following information, under the Local Government Official Information and
Meetings Act 1987 (LGOIMA):

“Please supply the most recent Christchurch Cycle Design Guidelines used
for decision making. The copy available on the CCC website is from 2013.
NZTA has a copy on their website from 2016.”.

Please find below a response to your LGOIMA request.

The 2013 copy of the Christchurch Design Guidelines is the first and last
publication of the complete guideline.

Following its publication there was incremental development and progress
to meet the evolving nature of cycle design guidance locally.

The 2013 guide was largely developed in response to there being no fit for
purpose national guidance at the time.

More recently Waka Kotahi (previously NZTA) provides an online national
Cycle Network Guidance.

The CNG – planning and design was developed in 2015-16 and covers all
aspects of cycling network planning and facility design as a national lead
for cycle design.

It includes or links to guidance from many key documents, such as the
Traffic control devices manual and Austroads guides to traffic management
and road design.

In large the CNG is continuing to take more of the forefront in giving
guidance to the cycle designing in Christchurch and indeed across the
country.

The CNG is not an instruction manual. It is a best-practice,
principles-based guide to the process of cycling network planning and
design.

The CNG is updated as cycling network planning and design knowledge and
best-practice evolves. Research is on-going and feedback from programme
learnings around the country are fed into the guide periodically.
