Thanks for your email. To save the time of a formal response, I can provide some information that might assist answer your questions.
(1) It was not clear from your request if you were wanting information about charges that were withdrawn by the Police before a person appears in court. If it was, you need to approach the Police as the Case Management System, which the Ministry of Justice manages on behalf of the courts and judiciary, does not hold this information.
(2) For charges that are laid in the courts, this information is already publicly available on the Statistics New Zealand website here: http://www.stats.govt.nz/browse_for_stat...
The website allows you to drill right down to the offence of "Exceeding the prescribed content of alcohol or other substance limit." (There are a few "drug driving" offences in here, but it is a very, very small proportion). This data shows all the outcomes including whether a charge resulted in a conviction or a discharge, dismissed, acquitted and of interest to you, whether the charge was withdrawn, as well as a host of other outcomes. To save you some time, I have downloaded the financial year data since 1980/81 and it is attached as an Excel Spreadsheet. Under a formal request, our stats team would refer you to the same information.
(3) You have also asked for "all relevant documents and statistics for drink driving cases that have been dropped for any reason between 2010 and today." While I've answered the statistics question, the documents associated with individual charges form part of the court record. This is judicial information and is not subject to the Official Information Act under section 2(6)(a) and (b) and we would have to decline that aspect of your request. If there is a specific case you are interested in, you need to approach the relevant court and make a request to search the court record.
