What reports have been produced to investigate Hornby High School students' concerns about volumes of traffic traveling on Waterloo Road near the school? In particular, what data does the Council have about the number of heavy and light traffic vehicles traveling in this section of Waterloo Road? Are there any identified possible future options for reducing the volume of heavy traffic in particular?

Dear Patrick,

 

My apologies for the delay in response to your request. On 24 July 2022
you requested the following information, under the Local Government
Official Information and Meetings Act 1987 (LGOIMA):

 

“What reports have been produced to investigate Hornby High School
students' concerns about volumes of traffic traveling on Waterloo Road
near the school? In particular, what data does the Council have about the
number of heavy and light traffic vehicles traveling in this section of
Waterloo Road? Are there any identified possible future options for
reducing the volume of heavy traffic in particular? ”.

 

Please see below a response to your LGOIMA request:

 

 

Council had counts in 2019 on the Links Traffic Count Dashboard shown
below.

From 2019 Council engaged through School Travel Planning conversations,
with Hornby High school & Hornby Primary School, which also included
travel surveys. Then through the students from Hornby High School
approaching Waipuna Halswell-Hornby-Riccarton Community Board with
concerns surrounding the safety of crossing Waterloo Road. It was commonly
shared there was concerns over the high volume of traffic on this road,
including heavy vehicles, and vehicles travelling at speed.

 

Council identified the following improvements for Waterloo Rd which were
recently out for consultation:

* A new pedestrian refuge island on Waterloo Road between the entry
points to Hornby High School and the new Hornby Centre.
* New P3 parking between 8:15-9:15am and 2:30-3:30pm, Monday to Friday
outside both schools.
* P3 parking outside Hornby High School will revert to school bus
parking between 10am-2pm, Monday to Friday.
* A shared 3 metre-wide path on both sides of Waterloo Road to provide
access to both schools and the new Hornby Centre.
* Kerb buildouts constructed on Smarts Road at the Waterloo Road
intersection to slow trucks entering pedestrian areas. 
* Parking will be limited to P120 on the west side of Smarts Road.
* A change in speeds around the schools will also be coming to align
with Waka Kotahi’s Setting of Speed Limits rule.

We are hoping to get approval for these at the last board meeting of the
year in September.
