Thanks for your email. As noted on the website, the old, wet-film fixed
speed camera network (comprising 12 cameras), is in the process of being
replaced, and it is our intention to publish the locations of all the
camera sites (including GPS coordinates) as they are finalised and the new
cameras are gradually rolled out over the next 12-18 months. These will
be a mix of both old and new sites.

Note that four of the old cameras have already been replaced, with the new
digital technology now in place at those existing sites. These locations
have already been well publicised by Police.

Police welcomes public interest in the speed camera locations in the
interests of promoting road safety. It is in everyone's interest that the
camera locations are well publiscised so that people slow down and we can
reduce the number of people killed and injured in speed related crashes.

Thanks for the links about additions to the fixed speed camera network.
I found one set of GPS data in there and it's good to see that you're
decided to release that level of detail. That's a great step forward,
but as I originally requested, a digital format, ideally an API, is a
much better option than having to extract data from documents.

The links only covered a small subset of the fixed camera network as I
asked for all fixed speed camera locations, not just the location of new
generation cameras. You clearly have the data I've requested and you
indicated you were going to release it. This is why you determined it
was 'publicly available' already and refused to release it to me in the
first instance.

When can I expect the balance of the data set to be made public to
deliver on your earlier statement? I'm expecting you to provide GPS
details for detail for all fixed speed cameras in the network as per my
original request.

Dear Peter

There are 67 static camera sites across the country. 56 of the sites are for wet film cameras and the remaining 11 are for the new generation digital cameras. The 12 wet film cameras referred to in my previous email, are used in the 56 wet camera sites, and the 7 new generation digital cameras can move around the 11 new generation digital sites. The technology involved means that a wet film camera cannot be used in a digital site and vice versa.

Information relating to the GPS co-ordinates of the wet film cameras had been available on the Police website but was taken down late last year as it was no longer current. As previously stated, as part of planned media activity Police intend to publish the GPS co-ordinates of the sites, most likely in the form of a corridor range, once the locations have been finalised and the infrastructure has been put in place.

As a result any request for the GPS co-ordinates of the camera sites will be declined by Police pursuant to section 18(d) of the Official Information Act 1982 as the information requested is, or will soon be, publicly available.

Excellent, we're slowly making some progress here.

So there are 19 locations in all and you have provided the GPS coordinates for one of the digital new generation cameras. Please provide the same information for the remaining cameras as originally requested.

Your earlier comment about this information being publicly available is nonsense. You've provided zero location information about the wet film cameras, publicly or otherwise that I can find, and have provided the GPS coordinates for only one camera.

I'm struggling to understand your reluctance but I shall persevere. It may make an interesting book one day. I'll keep the Ombudsman informed.
