When NZ Police released the July 2018 version of the NIA manual, on 27 September 2022, they also noted that:
"The NIA manual is currently being revised, however the current version dating to 2017/18 is attached."
So I expect there will have been changes made to it in the four months since then. Either that, or it may still be under revision.

"The National Intelligence Application (NIA) Manual describes all NIA functions and how to use the platform. The NIA Manual is some 1400 pages and is withheld pursuant to section 18(f) of the OIA, as the information requested cannot be made available without substantial collation or research. I have considered whether fixing a charge under section 15 or extending the time limit under section 15A would make it possible to respond to your request but ultimately do not believe that either options would serve the purpose of your request."
NZ Police has previously released the National Intelligence Application (NIA) Reference / Procedure Manual verion 9.1 (July 2018) under the Official Information Act. All 1417 pages of it, with redactions.
This seems inconsistent with NZ Police's decision to not release the NIA manual to you. You may wish to lodge a complaint with the Ombudsman regarding this.
I am in the process of making the 2018 NIA manual available via policepolicy.nz. Hopefully (Auckland floods permitting) it will be available there soon.
You may want to consider asking NZ Police what changes, if any, have been made to the NIA manual since this version. That way, once it is available on policepolicy.nz, you should be able to get an understanding of the current version's contents without NZ Police refusing your request again under s18(f).
