Facebook post on Gisborne District Council’s page, the authoriser and the
person who turned off the comments, who authorised that and which comments
specifically caused that response. You also requested full names and
positions in Council.

 

Your request has been considered under the Local Government Official
Information and Meetings Act 1987 and has been partially granted.  

 

Please see our response below:

 

The Council monitors its Facebook page for community standards and has a
process for assessing whether community standards have been met or not. We
have a process for escalating any major challenges to Council’s reputation
on our page.

 

A statement Council posts when these community standards are not being met
is reproduced below:

 

Our comms team welcomes your comments on this Facebook page. We ask that
you’re polite and respectful with your comments and views. We reserve the
right to hide or remove any posts that are incorrect, ambiguous or provide
speculative information. This includes any posts containing disrespectful,
rude, or abusive language; direct personal attacks or disclosure of
private information or details of elected members or staff, other Facebook
users or individuals; objectionable material; misinformation and
unsolicited advertising, marketing or spam. If your contributions
repeatedly fail to comply with Facebook’s terms, and/or the above rules,
then you will be blocked from posting to this page

 

Council wrote a post about the various unpleasant comments made regarding
the video of one of its staff. In the context of some of the comments
being posted on our page it was considered that these standards were not
being met so turned off any further comments as it has done in many other
instances. The video that the comments related to were being posted on
Facebook and we were being tagged in.

 

Your request for the names and positions of staff members has been
considered under LGOIMA and has been refused.

Individual names and position titles of staff involved in making these
decisions will be withheld under section 7(2)(a) of LGOIMA “To protect the
privacy of natural persons, including that of deceased natural persons” as
we ensure the safety and security of all our staff.

 

You have the right under section 27(3) of LGOIMA to make a complaint to
the Ombudsman about the refusal to provide the requested information set
out in this email.
