I understand the government vaccination mandates were dropped sometime around Sept 2022 with the revoking of certain Covid 19 orders by the State.
1. What number of staff did you terminate or place on any form of " extended leave" due to GDC private vaccination mandates starting Nov/Dec 2021 and Jan 2022 onwards?
2. Please also share the total headcount as of 15 Nov 2021 and today (when you answer this OIA).
3. When did you remove your covid-19 vaccination policy in your workplace?
4. Would you please kindly share the emails and correspondence regarding this decision to remove this policy ?
5. Did this vaccination policy apply to the hiring of new staff?

Good afternoon Erika.
I refer to your official information request dated 3 December 2024 for
information regarding government vaccination mandates. We have decided to
grant your request in part, namely information which relates to your
questions 1, 2, 3 and 5. However, it will take us some time to prepare the
information for release. We will send you the information by 22 January
2025.
Regarding question 4. “Would you please kindly share the emails and
correspondence regarding this decision to remove this policy ?” given the
amount of resource required to process your request, there are two
options:
1. Charge for making this part of your requested information available.
To provide the information as requested we estimate staff time would
be two working days. The Ministry of Justice Charging Guidelines
detail the cost of staff time, after the first hour, is $38 for each
half hour. The full amount to be paid prior to release of the
information.
2. Refine your request in question 4. Specify which emails you require
copies of, for example, just the all-staff consultation emails that
went out.
Before we proceed further with your request, would you please confirm your
preferred option as above.
You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at

Further to our previous emails, we also require additional information and
clarity on your first question. Please note that in clarifying this
request, this technically creates a new LGOIMA request, so we may process
this information separately from the other questions you have asked.
However, we consider this to be the best course of action as we can then
provide you with the correct information.
At Council, we do not work with the term “extended leave”, so we have no
definition to help identify the individuals relevant to your request. We
can however provide information on staff who were placed on leave due to
the vaccination mandates. Could you confirm that you would like this
figure, along with the total number of staff whose employment was
terminated.

Headcount as of 15 November 2021 was 377, it is currently 514.
Q3. When did you remove your covid-19 vaccination policy in your

We removed the Covid 19 Vaccination Policy from the workplace
on 29 June 2022
Q5. Did this vaccination policy apply to the hiring of new staff?
The vaccination policy applied to all staff of Gisborne
District Council and included new hires.
Further to our emails dated 10 and 13 of December 2024 we have not yet
received clarity on your questions 1 and 4. Once we have these questions
clarified, we will respond.
