In response to your request for information received on 17 April 2025, we
respond as follows.
For the purposes of categorisation under the Government’s Future of
Severely Affected Land Framework, Gisborne District Council developed and
adopted the “FOSAL Categorisation Framework” which outlines the
methodology for making category assessments (attached).
In short, the FOSAL Categorisation Framework provides that where there is
an intolerable risk to life from future flooding or land instability, that
property will be categorised as Category 3. Where there is a suitable
solution to mitigate the risk to a tolerable level then the property will
be Category 2P or Category 2C.
Categorisation decisions were not based on physical damage to property but
instead risk to life. However, damage to property was used as an indicator
of where the FOSAL Categorisation Framework should be applied.
For properties where there was a risk to life from land instability, it
was common for there to be minor to moderate physical damage to dwellings.
In these circumstances, there was often an imminent risk from land
movement rather an actual land slip that provided the rationale for a
categorisation decision. For flood affected properties, the degree of
damage was variable.
While we can confirm that all properties that were categorised had some
level of physical damage, we have not kept statistics in relation to the
degree of damage.
