Dear Karen Kennedy,
Thank for replying to my request Karen.Your faliuer to give me the information i asked for is disapointing and unexspected since the funding that pays for refresher training is public money.I will consider my next move but you can be asured this is not the end of my inquirey and if my instincts are right some one is going have no choice but to provide the information. Hiding behind the section of the act that you mention tells me that other information i have is correct.

You should complain to the Ombudsman. The Ombudsman has previously ruled that the Act is not intended to provide a blanket protection between Officials and those who correspond with them.
Look at the PHARMAC ruling at http://www.ombudsman.parliament.nz/resou...
The relevant part of the ruling is:
"21. I am not persuaded that it is necessary to withhold the identity of PHARMAC staff members in order to protect their privacy. I also consider that there is a strong public interest in openness and transparency when developing PHARMAC funding decisions. "
and
"27. Nor am I attracted by the proposition that the non-government agency submitters have a privacy interest which requires protection in terms of section 9(2)(a). The other three submitters were from a professional organisation, a clinical association and a pharmaceutical company. These individuals were participating in the development of public policy in their professional capacities and should have expected that their submissions would be made public, with the exception of any confidential information about the submitter. "
