My understanding of NZ law is that it does not generally require permission be given for a recording to take place, provided the person taking the recording is a party to the conversation.

Dear Cody,
Thank you for your query.
The policy covering the recording of meetings and the role of the
chairperson is contained within Section 8 of the Christchurch City Council
Standing Orders; more specifically Sections 8.3 and 8.4 (these sections
are below with the appropriate part highlighted).
Standing Orders can be accessed through the Council website.
8.3 Council may record meetings. Meeting venues should contain clear
signage indicating and informing members, Council staff and the public
that proceedings may be recorded and may be subject to direction by the
chairperson of the meeting.
8.4 Public may record meetings The following provisions shall apply when a
meeting is open to the public:
· Members of the public, including bone fide members of the news media,
are entitled to attend any meeting or any part of a meeting and to report
on the proceedings and may make electronic or digital recordings.
· Any intention to record meetings must be notified to the chairperson at
the commencement of the meeting. The recording must not be carried out in
an obstructive manner, nor be distracting to members.
· The chairperson in his or her discretion, may stop the recording for any
period of time.
